Asian markets down on concern about Japan, US

BEIJING (AP) — Asian stocks fell Wednesday amid concern about a lack of new Japanese moves to calm bond markets and uncertainty about the outlook for U.S. monetary policy.

Oil prices fell to below $95 per barrel amid concern central bankers around the world might ease off measures to boost the global economy.

Investors were disappointed after Japan's central bank failed to deliver expected measures Tuesday to ease bond market volatility. Instead, the bank only upgraded its economic outlook.

Tokyo's Nikkei 225, the regional heavyweight, shed 0.1 percent to 13,291.10, after spiking up nearly 5 percent Monday after the prime minister promised new tax cuts. Markets in China, Hong Kong and Taiwan were closed for a holiday.

Seoul's Kospi shed 0.6 percent to 1,909.07 while Sydney's ASX S&P 200 fell 0.7 percent to 4,723.20. Singapore's FTSE Straits Times index lost 0.2 percent to 3,163.35 while India's Sensex lost 0.3 percent to 19,085.49. Jakarta and New Zealand also fell.

"Riots in Istanbul, central banks raising stop signs, bond yields on the rise and equity markets skidding; brace yourselves, we are in for a very rough ride over the coming weeks," Evan Lucas, market strategist for IG in Melbourne, said in an email commentary.

On Wednesday, Indonesia's central bank raised interest it pays on overnight deposits by banks by 0.25 percentage points to 4.25 percent in response to capital outflows. Analysts had expected such a move but not so soon.

Uncertainty about China's recovery has weighed on markets following weekend data showing exports, retail sales and other indicators weaker than expected.

Trading this week has been lackluster following a volatile period that saw many major markets come off multiyear or even record highs.

Major indices in the United States, Britain, France and Germany all fell Monday.

Investors also closely watching the United States and whether the Federal Reserve eases its monetary stimulus. The Fed has been buying bonds to push down market interest rates.

Speculation that the Fed might wind down its stimulus had depressed stock prices but concern eased after last week's U.S. jobs data suggested a recovery might not be strong enough yet.

The euro has gained on easing expectations of tighter U.S. monetary policy despite uncertainty about the outlook for the 17 countries that use the common European currency. But on Wednesday, the euro slipped to $1.3300 from $1.3311 late Tuesday in New York. The dollar rose to 96.86 yen from 96.22 yen.

Benchmark crude for July delivery declined 84 cents to $94.54 per barrel in electronic trading on the New York Mercantile Exchange. On Wednesday, the contract fell 39 cents to settle at $95.38.

Strong earthquake strikes off Japan

(CNN) -- A major earthquake struck off Japan's northeastern coast Sunday, prompting tsunami advisories that were later canceled, the Japan Meteorological Agency (JMA) said.


Small tsunamis were observed along the coast, measuring between 10 and 20 centimeters, said the JMA.


There were no immediate reports of injuries or damage, according to the Japanese news agency Kyodo.


The U.S. Geological Survey said the earthquake struck at 10:57 a.m. at the epicenter, about 130 miles east of Sendai.


The earthquake was more than 20 miles deep and had a magnitude of 7.0, the USGS said.


The JMA measured the magnitude of the quake at 7.1.


Tsunami advisories were issued -- and then canceled --for the coastal regions of Iwate, Miyagi and Fukushima. The areas were among the hardest hit by this year's devastating earthquake and tsunami.


Officials in Ofunato, a city in Iwate, advised residents to evacuate.


The JMA, immediately after the quake, forecast the height of the tsunami could reach half a meter (about 20 inches).


No immediate abnormalities were reported at nearby nuclear facilities, according to Kyodo.


Three reactors at the Fukushima Daiichi nuclear power plant suffered meltdowns after the March 11 earthquake and tsunami that devastated northern Japan. The tsunami swamped the plant and knocked out cooling systems that kept the three operating reactors from overheating, leading to the worst nuclear accident since Chernobyl.


Tremors from Sunday's quake were felt as far away as Tokyo.

"It's just a continuing of the aftershocks of that devastating 9.0," said Dale Grant, a geophysicist with the USGS, referring to the March quake. "These kinds of aftershocks are likely to occur for some time."

AP IMPACT: First 24 hours shaped Japan nuke crisis (AP)

FUKUSHIMA, Japan – When Unit 2 began to shake, Hiroyuki Kohno's first hunch was that something was wrong with the turbines. He paused for a moment, then went back to logging the day's radioactivity readings.

He expected it to pass. Until the shakes became jolts.

As sirens wailed, he ran to an open space, away from the walls, and raced down a long corridor with two colleagues. Parts of the ceiling fell around them. Outside, he found more pandemonium.

"People were shouting about a tsunami," he said. "At that point, I really thought I might die."

EDITOR'S NOTE: It was an ordinary Friday afternoon, and then the shaking began — harbinger of a nuclear nightmare that rages on, three months later. A moment-by-moment account of the crucial first 24 hours after an earthquake and tsunami devastated Japan's Fukushima Dai-ichi plant.

Breathless, Kohno climbed a small hill and turned to look back. Black plumes rose from the reactor units. The emergency generators, burning diesel, had kicked in.

He saw the wave. It crashed over the plant's seawall, stopping only when it reached the foot of the slope about 500 yards (460 meters) from where he stood.

Kohno watched, stunned.

Unit 2, one of six reactors at the Fukushima Dai-ichi power station, is ordinary by nuclear standards: a drab labyrinth of switches and valves, ladders and bulkheads, meters and gauges. That's how Kohno, a veteran radioactivity specialist, knew it.

Now, nothing about what he saw was normal.

Kohno kept moving.

The events of the next 24 hours brought the promise of nuclear power into question, both in Japan and around the world.

Through interviews with dozens of officials, workers and experts, and hundreds of pages of newly released documents, The Associated Press found the early response to the crisis was marked by confusion, inadequate preparation, a lack of forthrightness with the public and a reluctance to make quick decisions. These problems set the tone for the troubled recovery effort since.

On March 11, Prime Minister Naoto Kan was taking a beating in an Upper House committee meeting over whether he had taken campaign money from a foreign national, which is illegal in Japan.

The questioning stopped suddenly when the entire parliament building, a sprawling structure in the center of Tokyo, started to rock. It was 2:46 p.m. All eyes rose to the huge crystal chandeliers above, clinking and shaking violently.

"Everyone, please stay in a safe position," committee chairman Yosuke Tsuruho said, grasping the armrests of his upholstered velvet chair. "Please duck under your desk."

Within four minutes, a crisis headquarters was up and running across the street in the prime minister's office. Kan rushed there as soon as the shaking subsided. At 3:37 p.m. he convened a roundtable of his top advisers.

Soon after the tsunami hit, Kan's task force was deluged by reports of massive damage up and down the coast, aerial photos and video showing entire villages gone.

Kan, who majored in applied physics in college, was among the first whose attention went to the 40-year-old nuclear plant, according to Kenichi Shimomura, a senior aide who was with him. The prime minister demanded an assessment.

The plant's operator was in disarray. Phone calls to the utility, Tokyo Electric Power Co., or TEPCO, went unanswered, and what little information trickled out was conflicting. In those critical first hours, the government was flying blind.

TEPCO President Masataka Shimizu, who was traveling, boarded a military airlift from Nagoya after he heard the news. But the flight was turned around. The Defense Ministry bumped him to free up its planes for the emergency response.

Kan quietly repeated to himself what was by now in the back of everyone's mind: "This is going to be a disaster."

On that day, Team A, a crew of 13, including a trainee, was overseeing Units 1 and 2 in one control room. In another, a crew of nine was responsible for Units 3 and 4. The latter, along with Units 5 and 6, was offline for maintenance.

The first news was good.

All three working reactors automatically came to an emergency shutdown when the shaking began. Within one minute, all control rods were inserted properly into the cores, stopping the nuclear reactions.

What came next changed everything.

The first wave hit the plant at 3:27 p.m. At 13 feet, it was easily blocked by the plant's breakwater, which stands 33 feet above sea level.

But the one that struck eight minutes later was off the scale.

It flowed up and over the barrier, washed over a 33-foot (10-meter) water tank and tossed passenger cars this way and that. Watermarks suggest the wave may have been as high as 50 feet (15 meters).

Team A watched, horrified, as the plant deteriorated by the minute. A detailed operator's log, along with a handwritten timeline on the control room whiteboard, showed how quickly the units failed.

"15"37' D/G 1B trip," said a scribbled notation indicating the Unit 1 diesel generator went out. It was 3:37 p.m., just two minutes after the second wave had struck.

Then: "SBO." Station Blackout. The power was out.

Four minutes later, at 3:41 p.m., Unit 2 lost power. Minutes after that, key instrument readings stopped.

In the dark, workers found a main power switchboard had been submerged and a main power line brought down by a mudslide. The basement of the Unit 1 turbine building was filled with water. Two workers would later be found drowned in the basement of another turbine room.

Exactly what was happening inside the reactors remained a mystery. At 3:50 p.m., Team A wrote: "Water levels unknown." If not replenished, the water in the core would boil away and the rods would melt.

Two minutes later, Team A added an even more dire note on Unit 2: "ECCS injection not possible." The emergency core cooling system, the last-ditch backup to keep the core from going dry, was down.

It was an hour after the tsunami, and Team A desperately requested emergency power vehicles. By the time they arrived and were hooked up, it would be too late.

Outside the control room, about 755 workers, including TEPCO employees and subcontractors, were on the premises.

Yuji Sato was on break in a lounge in a small building about 60 feet (20 meters) from Unit 1, when the quake hit. He had worked all morning on the turbines.

The quake broke the air conditioner and knocked the TV in the lounge off its stand. When the shaking stopped, Sato went outside. Concrete buildings had been heavily damaged, some walls reduced to rubble.

He and about 100 colleagues streamed up the hill behind the reactors. They walked.

"None of us were all that afraid. Japan is a nation of earthquakes. We are used to them," Sato said.

His brother-in-law, pump technician Yuta Tadano, was already up the hill in a second-story office at the time of the quake. A thin young man with pierced ears and long bangs, he worked for subcontractor Tokyo Energy and Systems Inc.

Tadano wanted to go home to check on his wife, Akane, and 4-month-old son, Shoma. His boss said he expected them back at work on Monday. With the utter devastation outside the gate, the normally 20-minute drive home took four hours.

For most of the next two months, no one would be allowed inside the reactor buildings.

Still, dozens of TEPCO workers — later dubbed with some poetic license the "Fukushima 50" — stayed on. Keiichi Kakuta was one. He remained in the plant's radiation-proof Emergency Crisis Headquarters, a big, windowless conference room about 300 yards from the Unit 2 reactor.

Although it meant leaving his family in Tokyo, Kakuta had jumped at the chance for a public affairs job with TEPCO in Fukushima three years ago. He had always admired the company's teamwork and looked forward to a new challenge.

He got the biggest of his life.

By late afternoon, Unit 1 was spiraling out of control, with its power and cooling systems down.

The heat from decaying radioactive elements in the fuel rods was growing. As the core overheated, it burned off its coolant water, exposing the 13-foot (4-meter) rods. In turn, steam from the evaporated water was building up inside the containment chamber.

As the heat and pressure rose, the uranium pellets inside the rods melted through their zirconium casings. When the zirconium reached 2,200 degrees Fahrenheit (1,200 Celsius), it reacted with the water, producing hydrogen.

This was obviously going to get worse before it got better.

Yukio Edano, the chief Cabinet spokesman, is the face of Japan's government. At 7:45 p.m., his job was to make an unprecedented statement to the nation — but make it sound routine and reassuring.

"We have declared a nuclear emergency," he said from behind a podium in the press conference room at the prime minister's office. "Let me repeat that there is no radiation leak, nor will there be a leak."

He was wrong. Recently released TEPCO documents reveal that radiation was detected at the plant perimeter at 5:30 p.m., but the utility apparently didn't fax those readings to the government until shortly after 9 p.m.

In the meantime, a two-mile (three-kilometer) evacuation zone around the plant was established. That later would become 6 miles (10 kilometers), then 12 (20). In the end, more than 80,000 people would be forced to flee.

Fukushima Dai-ichi's operators, meanwhile, were faced with a twofold response: Vent and flood. Venting to release pressure and prevent an explosion, flooding to keep things cool.

But venting would release radioactivity into the air. And flooding with seawater would ruin the equipment because of the salt.

Around 9 p.m., less than six hours after the tsunami, officials at the prime minister's office started to press TEPCO to vent. TEPCO hesitated.

Fukushima Dai-ichi was the utility's golden goose. Designed primarily by General Electric, it went online in 1971 and had kept the lights shining in Tokyo ever since. Unlike newer facilities, it was paid for, and it was generating profits with each megawatt it produced.

TEPCO knew that venting radioactivity would cast doubt on the safety of the nuclear industry around the nation, and the world. But the options were dwindling.

The outage of primary and backup power — a scenario that exceeded planners' precautions — was severely hampering operations.

The first emergency power vehicle sent by TEPCO got stuck in the chaotic post-tsunami traffic. A backup truck from another power company arrived at 11 p.m., but the cable it brought was too short to hook up.

At 3:05 a.m., Trade and Industry Minister Banri Kaieda trotted out TEPCO executive Akio Komori for a public announcement of the plan to vent the Unit 1 containment vessel. Seven minutes later, Edano took to the podium, this time to warn the public that the action would entail the release of radioactive isotopes. Again, he urged calm.

For those who knew what was happening, the urgency was mounting. The containment chamber around the core was bulging with pressure twice as high as its maximum operational limit and nearly matching the company's required venting standard.

"We kept telling TEPCO to do it quickly, asking how come it wasn't happening," Edano recalled later.

Nearly four hours after the initial announcement, an exasperated Kaieda ordered TEPCO to vent. It was 6:50 a.m.

Surging radiation forced workers to abort their attempt to open the valves manually. Then they tried to open them remotely and repeatedly failed, probably because of the power outage but possibly also a design flaw. The equipment had never been used in a real-world crisis.

Unit 1 was a ticking time bomb.

As the night wore on, the prime minister decided he had to go to Fukushima himself, at first light. His helicopter landed at 7:11 a.m. on March 12. Like everyone else in the entourage, Kan wore a blue-gray work uniform and had a dosimeter hanging around his neck.

His aide, Shimomura, a former TV journalist, was assigned to chronicle the event. He started filming as the group boarded a minibus bound for the emergency crisis headquarters.

It looked normal enough from the outside. Inside, though, was a madhouse. Dozens of workers raced back and forth, trying not to step on about 20 others either slumped to the floor or sleeping in blankets in the hallway.

Shimomura turned off the camera. This scene would not reassure the nation, or the world.

Escorted by TEPCO officials, Kan strode past men so preoccupied or tired that they didn't even acknowledge the presence of their country's leader.

Kan, known for his short temper, fired questions at plant executives and pointed at diagrams of the reactors on a sheet of paper in front of them. He yelled at TEPCO Vice President Sakae Muto and plant chief Masao Yoshida, his onsite escorts, demanding to know why the venting and seawater injection were not happening.

The discussions lasted only half an hour. At 8 a.m., Kan was on his way back to Tokyo.

By then, TEPCO would later acknowledge, the core at Unit 1 had mostly melted, and units 2 and 3 were not far behind.

At 2:30 p.m., workers burst into applause. Vapor was rising from the Unit 1 stack and containment vessel pressures fell — confirmation that the venting was working. But within half an hour, they ran out of fresh water.

This was what TEPCO had dreaded.

Fukushima Dai-ichi was built right next to the biggest source of water on the planet — the Pacific Ocean. Pumping water out of the ocean is an absolute last resort, however. The reactors would never be usable again.

Yet again, TEPCO officials waffled. At 3:36 p.m., almost 24 hours to the minute after the second tsunami hit, the hydrogen inside Unit 1 combined with oxygen already there and exploded, in a fiery blast that blew off the roof and sent a plume of contaminated smoke and debris into the sky.

The decision to use seawater was unavoidable.

Blasts at units 2, 3 and 4 would follow in the coming days. TEPCO's primary task, and for months or even years, is still to repair the damage from the explosions.

Japan's nuclear nightmare had begun.

Water recycling at Japan nuclear plant stops again (AP)

TOKYO – A water recycling system at Japan's damaged nuclear power plant was halted for repairs Monday after a brief run that had been hailed as major progress in restoring control and improving conditions at the crippled plant.

Tons of fresh water has been pumped to the plant to cool its reactors, a process that taints the water with radiation. About 110,000 tons of tainted water has accumulated and could overflow by early July if the recycling system fails or other storage options are not enough.

Workers have struggled for weeks to use a new system to clean the tainted water and reuse it in the cooling process. The water treatment components fully operated for five hours earlier this month, and test-runs were conducted before it went fully operational Monday. It also pumped treated water into the reactors — a long-awaited new phase that lasted only briefly.

Plant operator Tokyo Electric Power Co. said the recycling system was halted about an hour and a half after it began operating. Workers spotted water leaking from a hose that was sending the processed water into the reactors, TEPCO spokesman Junichi Matsumoto said.

The leak shut down the recycling segment of the system, while the cleaning segment is continuing to operate. Workers switched back to fresh water injection into the reactors, Matsumoto said.

No new leakage outside the plant has been reported. TEPCO plans to start repair work early Tuesday to restore the recycling segment as soon as possible, hopefully by the end of the day.

The multinational system has reprocessed 1,850 tons of contaminated water as coolant to be pumped back into the reactors. In full capacity, the system can treat up to 1,200 tons of contaminated water per day, more than twice as much as needed to cool the three reactors.

The March earthquake and tsunami destroyed power and cooling systems at the Fukushima Dai-ichi plant, melting reactor cores and leaking massive amount of radiation. Some contaminated water seeped into the ocean in April and May, causing criticism and concerns in and outside of Japan.

Some of the tainted water is stored in temporary tanks, but the rest has still pooled inside reactor and turbine basements and utility pits, hampering workers and risking radiation exposure.

TEPCO has sealed cracks, set up oil fences around the coastal plant, and acquired more storage tanks in case of emergency. But as long as the cleaning segment of the recycling system is functioning, the volume of tainted water will not grow.

Announcing the launch of the recycling system earlier Monday, Goshi Hosono, newly appointed nuclear crisis minister, called the system "a major step forward" toward stable cooling of the reactors. But he said he was not fully confident about the system.

"It's a problem if the system continues to be unreliable," he said. "We must turn it into something that can feed water stably."

TEPCO and the government have said they hope to achieve a cold shutdown of the reactors by January by bringing the core temperatures to below 100 Celsius (212 Fahrenheit).

Japan PM may set conditions for resignation on Monday: report (Reuters)

TOKYO (Reuters) – Japanese Prime Minister Naoto Kan may announce on Monday that he will resign on condition of key bills passing a divided parliament, Kyodo news agency reported, as the government struggles with a prolonged nuclear crisis.

Kan, already Japan's fifth premier in as many years, survived a no-confidence vote earlier this month after promising critics in his own party he would quit but declined to say when. Opposition parties have declined to cooperate on key bills unless the prime minister keeps his pledge.

Kyodo said that Kan, who has come under fire for his handling of his response to the world's worst nuclear crisis in 25 years, could announce that he would quit on condition of parliament passing a second extra budget and a bill to issue bonds for this year's budget, Kyodo said.

Hopes have risen that Kan's departure would clear the way for a coalition between the DPJ and its rival Liberal Democratic Party that could break the parliamentary logjam as Japan tries to rebuild from the March 11 quake and tsunami that triggered the nuclear accident at Tokyo Electric Power Co's (Tepco) Fukushima Daiichi plant.

In theory, a coalition could also make it easier to tackle longer-term policies including social security and tax reforms, including a sales tax rise, needed to rein in public debt already twice the size of Japan's $5 trillion economy.

But obstacles to any such coalition remain high, and momentum for the tie-up appears to have diminished of late.

Japanese media have said that Finance Minister Yoshihiko Noda, who backs Kan's calls for fiscal discipline, was a frontrunner to replace Kan in a DPJ leadership race that would be held after the premier steps down.

Other potential contenders include former foreign minister Seiji Maehara, a conservative expert on security issues.

Tokyo (CNN) -- Workers at the crippled Fukushima Daiichi nuclear power plant have been cleared to open the No. 2 reactor building's airlock to ease sauna-like conditions inside, the plant's owner said Sunday.


The Tokyo Electric Power Co. said it planned to open the heavy double doors slowly overnight, taking about eight hours to complete the process to avoid disturbing contaminated dust inside the containment building. The company has been trying to filter radioactive particles out of the air inside the building for several days, and Japan's Nuclear and Industrial Safety Agency approved Friday plans to open the airlock, Tokyo Electric announced.


The reactor is one of three at Fukushima Daiichi that suffered meltdowns after the March 11 earthquake and tsunami that devastated northern Japan. The tsunami swamped the plant and knocked out cooling systems that kept the three operating reactors from overheating, leading to the worst nuclear accident since Chernobyl.


Japanese authorities used robot probes to peer into the reactor housings in April, finding temperatures up to 41 degrees Celsius (106 F) and humidity ranging from 94% to 99% inside unit 2. Engineers have long suspected that the reactor was leaking a large percentage of the hundreds of tons of water being poured into it every day to keep it cool following the accident.


New cleanup measure halted at plant


But radiation levels inside were far lower than those recorded at units 1 and 3, holding open the possibility that workers could get inside and try to repair some of the damage if the humidity and temperature could be controlled.


Japan's nuclear safety agency has estimated that tens of thousands of tons of contaminated water has leaked out of the three reactors since the disaster, collecting in the turbine plant and utility tunnels around the reactors since March 11. Decontaminating and storing that water is a key step in Tokyo Electric's plans to wind down the ongoing crisis by January -- but those plans suffered a setback over the weekend, when a newly installed treatment system registered higher-than-expected radiation levels.


The latest developments come as the International Atomic Energy Agency prepares to open a four-day conference on nuclear safety and the Fukushima accident in Vienna, Austria, on Monday. The conference is aimed at drawing lessons from the Fukushima disaster, the agency says.


Though no deaths have been attributed to the accident, the resulting contamination has forced authorities to evacuate more than 100,000 people from towns surrounding the plant. In addition, restrictions on various agricultural and fisheries products have devastated Japanese farmers and fishers since the crisis began.

In a June 7 report to the IAEA, the U.N. nuclear watchdog agency, the Japanese government described a chaotic situation in the hours following the quake as the company and the government struggled to respond to the disaster.

TOKYO – The operator of Japan's crippled Fukushima Dai-ichi nuclear plant is preparing to open a door of a reactor building to allow workers to install a cooling system and equipment to prevent an explosion.

Tokyo Electric Power Co. says radiation that will be released by ventilating the Unit 2 reactor Sunday will be too small to threaten human health.

Meanwhile, more radioactive water is pooling at the tsunami-hit nuclear plant as workers scramble to restart a key cleanup system. It was shut down Saturday, hours after beginning full operations, because a component reached its radioactivity limit faster than expected.

Contaminated water could overflow within two weeks if action is not taken. At one location, water is 14 centimeters (5.6 inches) from spilling.

Water cleanup system shut down at Japan nuke plant (AP)

TOKYO – A system to clean massive amounts of contaminated water at the site of Japan's nuclear disaster was shut down Saturday, just hours after it began full operations, because a component filled with radioactivity much more quickly than expected.

Tokyo Electric Power Co., which operates the tsunami-hit Fukushima Dai-ichi nuclear plant, is investigating the cause and isn't sure when it will restart the system, company spokesman Junichi Matsumoto said.

Fresh water is being pumped in to cool damaged reactor cores, and is getting contaminated in the process. Some 105,000 tons of highly radioactive water have pooled across the plant, and could overflow within a couple of weeks if action is not taken.

In earlier tests, the water treatment system reduced cesium levels in the water to about one-10,000th of their original levels. The system began full operations Friday night after a series of problems involving leaks and valve flaws.

The system was suspended in early Saturday when workers detected a sharp radiation increase in the system's cesium-absorbing component, Matsumoto said. Radioactivity in one of 24 cartridges, which was expected to last for a few weeks, had already reached its limit within five hours, he said.

Japan's March 11 earthquake and tsunami knocked out power to the nuclear plant, incapacitating its crucial cooling systems and causing three reactor cores to melt. TEPCO aims to bring the reactors to a stable cold shutdown state by early January.

The water treatment system is to be eventually connected to a cooling system so the treated water can be reused. But treating the water will create an additional headache — tons of highly radioactive sludge will require a separate long-term storage space.

The Fukushima crisis shattered Japan's confidence in the safety of nuclear energy and prompted anti-nuclear sentiment. But there are also concerns that Japan will face a serious summertime power crunch unless more of its reactors get back on line.

Of Japan's 54 nuclear reactors, more than 30 — including six at Fukushima Dai-ichi and several others that stopped due to the quake — are out of operation.

Economy and Industry Minister Banri Kaieda said Saturday that the rest of the nuclear plants in Japan are safe and their reactors should resume operations as soon as their ongoing regular checks are completed. He said nationwide inspections this week have found that Japanese nuclear power plants are now prepared for accidents as severe as the one that crippled Fukushima Dai-ichi.

Resumption of about a dozen reactors undergoing regular checkups is up in the air amid growing local residents' fear of nuclear accidents. Many of the plants' hometown officials have said restarting any pending reactors would be impossible amid the ongoing crisis.

Kaieda, however, said Japan needs the power. "Stable electric supply is indispensable for Japan's reconstruction from the disaster and its economic recovery," he said in a statement.

The Nuclear and Industrial Safety Agency instructed Japanese nuclear operators to improve their preparedness for severe accidents earlier this month and conducted nationwide on-site inspections this week.

The inspections focused on measures to reduce the risk of hydrogen explosions inside containment buildings as one of the lessons learned from the Fukushima crisis, the world's worst atomic accident since Chernobyl.

Japanese nuclear plant operators have already taken other steps to improve accident management since the disaster to maintain core cooling capacity during blackouts.

Japan nuke plant set to treat contaminated water (AP)

TOKYO – The operator of Japan's tsunami-hit nuclear plant made final preparations Thursday to launch a crucial system to treat highly radioactive water that has hampered efforts to achieve the primary goal of cooling and stabilizing the damaged reactors.

More than 100,000 tons of radioactive water have pooled across the Fukushima Dai-ichi power plant, and it could overflow within a couple of weeks if action is not taken.

Operator Tokyo Electric Power Co. said workers Thursday made final tests on a treatment system ahead of full operation planned for Friday. In test runs earlier this week using highly radioactive water kept temporarily in tanks, the machines successfully reduced cesium to about one-10,000th of the earlier levels, TEPCO said.

Three reactor cores had melted after the March 11 tsunami destroyed both power and backup generators, knocking out critical cooling systems.

Fresh water pumped into the reactors becomes contaminated and goes right through the damaged cores, seeping into reactor and turbine basements, utility pits and other parts of the plant.

Some radioactive water has leaked into the ocean, causing concerns about contamination of seafood. The leakage stopped after the operator sealed cracks, built oil fences around the coastal plant and took other steps.

The water treatment system employs key components provided by Kurion Inc. of the United States and French nuclear fuel company Areva SA to reduce cesium and other radioactive materials.

The treatment system is expected to cost at least 53 billion yen ($660 million) through December. TEPCO aims to process up to 1,200 tons of water per day and plans to eventually reuse the water as core coolant, spokesman Junichi Matsumoto said.

TEPCO is also taking steps to improve the environment inside and outside the plant. Tents to cover reactor buildings to contain radiation are being built, and the operator is also setting up tents for workers to rest and avoid heat-induced problems during the summer. Last week, the health ministry said 12 people came down with heatstroke, while eight workers may have exceeded the radiation exposure limit.

TEPCO and the government have said they aim to bring the reactors to "a stable and cold shutdown" by January. But some experts say the plan is too optimistic because high radiation, contaminated water, debris and other obstacles have already caused delays.

April factory hit by Japan fallout (Reuters)

OTTAWA (Reuters) – Manufacturers saw sales slip 1.3 percent in April, as expected, as the Japanese tsunami cut off supplies to the auto industry, Statistics Canada said on Wednesday.

The median forecast of analysts surveyed by Reuters was for a 1.3 percent decline in sales at the factory gate as the economy enters a soft patch following vigorous first-quarter growth.

The decline reversed much of the 1.9 percent gain in March. Total sales at C$46.7 billion have recovered to the levels of late 2008 at the start of the recession, but remained below the July 2008 peak of C$53 billion.

The biggest drag on April sales came from a 7.8 percent drop in the transportation equipment sector. Motor vehicles and parts producers suffered steep sales declines due to supply disruptions arising from the Japanese earthquake and tsunami.

Excluding autos, sales fell 0.5 percent.

Sales also fell significantly in the energy and aerospace sectors.

Inventories and unfilled orders were both at two-year highs, expanding 1.2 percent and 0.4 percent, respectively. New orders tumbled 10.3 percent, almost eclipsing the 11.5 percent increase in the previous month due to weaker orders for aerospace products.

Tokyo (CNN) -- Four new areas in northern Japan have been added to the list of places affected by radiation originating from the Fukushima Daiichi nuclear plant, authorities said Friday.


Three of the four are in the Ryozenmachi area, including about 180 households some 50 kilometers (31 miles) from the Fukushima plant, said Takayuki Sato, a Date city official


Government data of the three hot spots showed an estimated radiation level between 20.1 to 20.8 millisieverts per year.


By comparison, the average resident of an industrialized country receives a dose of about 3 millisieverts per year.


The fourth spot is in the Haramachi neighborhood of Minamisoma, 33 kilometers away from the plant but outside of the area where the government has ordered targeted evacuations.


The four new areas are outside the evacuation zone.

Officials have been battling a nuclear crisis at the Fukushima plant following an earthquake and subsequent tsunami on March 11.

Japan: 3 reactors melted down in quake

Tokyo (CNN) -- Japan's Fukushima Daiichi nuclear power plant experienced full meltdowns at three reactors in the wake of an earthquake and tsunami in March, the country's Nuclear Emergency Response Headquarters said Monday.


The nuclear group's new evaluation, released Monday, goes further than previous statements in describing the extent of the damage caused by an earthquake and tsunami on March 11.


The announcement will not change plans for how to stabilize the Fukushima Daiichi plant, the agency said.


Reactors 1, 2 and 3 experienced a full meltdown, it said.


The plant's owner, Tokyo Electric Power Co., admitted last month that nuclear fuel rods in reactors 2 and 3 probably melted during the first week of the nuclear crisis.


It had already said fuel rods at the heart of reactor No. 1 melted almost completely in the first 16 hours after the disaster struck. The remnants of that core are now sitting in the bottom of the reactor pressure vessel at the heart of the unit and that vessel is now believed to be leaking.


A "major part" of the fuel rods in reactor No. 2 may have melted and fallen to the bottom of the pressure vessel 101 hours after the earthquake and tsunami that crippled the plant, Tokyo Electric said May 24.


The same thing happened within the first 60 hours at reactor No. 3, the company said, in what it called its worst-case scenario analysis, saying the fuel would be sitting at the bottom of the pressure vessel in each reactor building.


But Tokyo Electric at the same time released a second possible scenario for reactors 2 and 3, one that estimated a full meltdown did not occur. In that scenario, the company estimated the fuel rods may have broken but may not have completely melted.


Temperature data showed the two reactors had cooled substantially in the more than two months since the incident, Tokyo Electric said in May.


The earthquake and tsunami knocked out cooling systems at Fukushima Daiichi, causing the three operating reactors to overheat. That compounded a natural disaster by spewing radioactive material into the atmosphere.


Tokyo Electric avoided using the term "meltdown," and says it was keeping the remnants of the core cool. But U.S. experts interviewed by CNN after the company's announcement in May said that while it may have been containing the situation, the damage had already been done.


"On the basis of what they showed, if there's not fuel left in the core, I don't know what it is other than a complete meltdown," said Gary Was, a University of Michigan nuclear engineering professor and CNN consultant. And given the damage reported at the other units, "It's hard to imagine the scenarios can differ that much for those reactors."

A massive hydrogen explosion -- a symptom of the reactor's overheating -- blew the roof off the No. 1 unit the day after the earthquake, and another hydrogen blast ripped apart the No. 3 reactor building two days later. A suspected hydrogen detonation within the No. 2 reactor is believed to have damaged that unit on March 15.

Japan bans green tea on radiation fears

Tokyo (CNN) -- Japan has slapped new restrictions on green tea and plums from areas around the Fukushima Daiichi nuclear power plant because of lingering radioactive contamination from the ongoing disaster there.


The latest government bans were prompted by the discovery of radioactive cesium-137 and -134 at concentrations higher than Japanese standards allow, Chief Cabinet Secretary Yukio Edano told reporters Thursday.


Both are nuclear waste products: cesium-137 has a half-life of 30 years, while cesium-134 has a two-year half-life.


The government has now forbidden the shipment of both fresh and dried green tea -- normally touted for its health benefits -- from Ibaraki Prefecture, southwest of the plant; from six towns in Chiba Prefecture and six towns in Kanagawa Prefecture, near Tokyo; and two in Fukushima Prefecture, where the crippled plant is located.


In addition, Edano said, the government has banned the shipment of plums from three towns in Fukushima.


The moves come nearly three months into the crisis at Fukushima Daiichi, the worst nuclear accident since the 1986 Chernobyl disaster. One of three operating reactors at the plant melted down after the March 11 earthquake and tsunami, and the other two suffered extensive damage to their radioactive cores.


Though no deaths have been attributed to the accident, the resulting contamination has forced authorities to evacuate more than 100,000 people from towns surrounding the plant. In addition, restrictions on various agricultural and fisheries products have devastated Japanese farmers and fishermen since the disaster began, though some of those bans have been lifted in recent weeks.


The plant's owner, the Tokyo Electric Power Co., has laid out a timetable for restoring normal cooling systems and fully shutting down the reactors by January. But Prime Minister Naoto Kan cautioned that people may not be allowed to return home immediately, "even if these prospects are realized."


"We might have to continue monitoring, and we need to maybe decontaminate," said Kan, whose government survived a no-confidence vote Thursday spurred by complaints about his handling of the twin crises. "And for that, there may be some more time needed."


The disaster has spurred Japan to rethink its commitment to nuclear energy and tighten safety standards for existing plants. A preliminary report from the International Atomic Energy Agency concluded this week that Japan underestimated the risks its nuclear installations faced from tsunamis, like the one that swamped the Fukushima Daiichi plant and knocked out its cooling systems.

But the U.N. nuclear watchdog agency declared the country's response to the disaster "exemplary," praising Tokyo Electric's operators for their "brave and sometimes novel" efforts to contain the crisis.

U.N. urges Japan nuclear safety overhaul after Fukushima (Reuters)

TOKYO (Reuters) – U.N. atomic safety experts said Japan underestimated the threat from a killer wave to its crippled Fukushima power plant and urged sweeping changes to prevent a repeat of the crisis that triggered the word's worst nuclear disaster since Chernobyl.

In a report presented to Prime Minister Naoto Kan on Wednesday, an 18-member team from the International Atomic Energy Agency (IAEA) called for a rethink of the way nuclear facilities are built, run and regulated.

Officials have been criticized for failing to plan for a tsunami that would overrun the 5.7-meter (19 ft) wall at the plant in the northeast of the country, despite forecasts from the government and Tokyo Electric Power Co's scientists that such a risk was looming.

The wave that crashed into the plant after the 9.0-magnitude earthquake of March 11 has been estimated at around 14 meters (46 ft), nearly two-and-a-half times the height of the wall.

The IAEA report represented the first outside review of the crisis at Fukushima, which has still not been brought under control, and suggested that power companies in quake-prone countries may face higher hurdles in coming years to meet new international standards.

The report could also mark a new phase in a growing debate within Japan about how -- and whether -- the country's 49 remaining nuclear plants can return to operation.

"What we are trying to do is reflect on this and push for the highest safety standards worldwide," said Michael Weightman, Britain's top nuclear safety regulator and the leader of the IAEA inspection team.

The three-page IAEA report urged Japan to overhaul its system of nuclear regulation in order to make officials overseeing safety independent of the ministry that promotes nuclear power.

In 2007, the IAEA was ignored when it called on Japan to create a more powerful and independent nuclear regulator and clarify the responsibilities of the four government agencies with some responsibility for plant safety.

Goshi Hosono, a Kan aide who received the IAEA report, said a set of post-disaster reforms due to be announced as soon as next week would take up the question of how to make its nuclear regulatory agency independent.

"I think that the way nuclear plants are regulated will be taken up as one of the problem areas," Hosono told reporters.

Workers and officials have described a scene of near chaos when the quake and tsunami hit Fukushima on March 11. Key safety systems, including gauges and vents, were disabled and it was not clear in the crucial first hours who was responsible for decision making, according to accounts.

The IAEA said workers at Fukushima had been "dedicated" and "determined" but urged Japan to build "hardened" command centers to allow for a better response in future emergencies.

FOCUS ON CONSEQUENCES

The Fukushima crisis has prompted a rethink of energy policy in Japan and around the world. Germany's government has vowed to abandon nuclear power.

Japan has pulled back from a commitment to build new reactors, but it remains uncertain how quickly existing plants will be allowed to restart.

Currently Japan is operating only 19 of its pre-Fukushima tally of 54 reactors. Unless local officials can be convinced that Tokyo has a plan to make the others resistant to the kind of blackout that plunged Fukushima into meltdown, more plants will drop off-line for maintenance.

In the worst case, all of Japan's reactors could be shut down by the middle of 2012. That would take out 30 percent of the nation's electricity generation and raise the risk of deeper, near-permanent power rationing, officials say.

Weightman said nuclear plants could be made safe in Japan, but said it would take a line of new defenses against tsunamis and a commitment to rethink safety standards over time.

"You can't predict when a natural disaster will occur, but you can say, 'let me predict the consequences'," he said.

The IAEA report said Japanese officials would need to show a longer-term plan for cleaning radiation from around Fukushima so that the more than 80,000 residents evacuated from the area could return. It urged stepped-up and long-term health monitoring for residents and workers.

Opposition parties seeking to topple Kan's government with a no-confidence vote say the government bungled the early response to Fukushima. Environmental critics, including Greenpeace, charge Japan with ignoring a growing risk to radiation spilling into sea and groundwater.

The crisis has also diverted resources from rebuilding after the quake and tsunami that killed about 24,000 people in northern coastal Japan.

Experts say the IAEA report represents a starting point in the debate over what needs to be done to make nuclear plants safe in a country where the risks of earthquakes are still imperfectly understood.

"There are aspects of the planning for the safety of the Fukushima plant which are, in retrospect, very stupid, and show a lack of imagination," said Kim Kearfott, a University of Michigan nuclear safety expert who toured Japan on her own this week. "The nuclear industry can do better than this."

Japan PM could face no-confidence motion (AFP)

TOKYO (AFP) – Japan's centre-left Prime Minister Naoto Kan, under fire for his handling of the response to the March 11 earthquake, tsunami and nuclear disaster, faces the threat of a no-confidence motion this week.

Although Kan's opponents have only a slim chance of rallying enough support for a successful motion in the Diet legislature, the move would be a fresh headache for the PM, who has been in office for less than a year.

Leaders of the main conservative opposition Liberal Democratic Party (LDP) and its smaller ally the New Komeito party threatened the move on Friday against Kan, Japan's fifth prime minister in as many years.

A rebel powerbroker in Kan's Democratic Party of Japan (DPJ), Ichiro Ozawa, long dubbed the "Shadow Shogun", did not rule out supporting a move to oust Kan, according to an interview published by The Wall Street Journal.

Kan's approval ratings slipped below 20 percent shortly before the March 11 calamity, which sparked the world's worst nuclear crisis since Chernobyl and threw the country back into recession.

A political truce ended about a month after the disaster, and the LDP has rejected Kan's offer for it to join a national unity government.

Ichiro Aisawa, the LDP's Diet affairs chief, told a political talk show on Sunday: "Our party has decided to submit a no-confidence motion against Prime Minister Naoto Kan... It won't be long before we submit it."

He said the LDP's president, Sadakazu Tanigaki, would make the final decision on timing.

The Kyodo news agency said the LDP would submit the motion on Thursday, a day after a debate on quake reconstruction.

Kan has taken some bold steps since the disaster, including shutting down a second quake-prone nuclear plant southwest of Tokyo, the Hamaoka plant, and announcing a radical energy policy review that stresses clean renewables.

But Kan's critics have faulted his handling of disaster relief and the slow pace of building temporary new homes for tens of thousands made homeless by the monster tsunami that hit the northern Pacific coast.

The DPJ's scandal-tainted veteran Ozawa -- who last year narrowly failed in an attempt to oust Kan as party president and premier -- told the Wall Street Journal that he was considering whether to back a move against the premier.

He told the paper he was "thinking about how to deal" with a no-confidence motion and said: "If the prime minister cannot implement policies, it's meaningless for him to stay in power".

"The sooner he is replaced, the better," Ozawa added.

If the motion were passed -- which would require scores of DPJ lower house lawmakers to defect to win a lower house majority -- the premier would have to either resign or call a snap election.

Ozawa, who years ago defected from the LDP, was indicted this year over an alleged violation of campaign-funding laws. He has maintained his innocence.

Asked about his political future, he said: "I'm an old soldier. Have you heard of General MacArthur's words, 'Old soldiers just fade away'? I was thinking about just fading away, but now I feel I have a bit more work to do."

Tomoaki Iwai, a Nihon University politics professor, said for now Kan's opponents would face an uphill battle in pushing through a no-confidence motion. "It will be very difficult," he told AFP.

"More than 80 DPJ members would be needed in order to pass the no-confidence motion against Kan, but I doubt so many people would have resolve that strong.... When Ozawa held a meeting recently with his DPJ supporters, only 60 people gathered."

He also said that the DPJ rebels would have to split away from the party and that this was unlikely because "Ozawa wants to take control of the DPJ".

"For Kan, if the motion is rejected, he would be able to avoid the most immediate crisis and would no longer need to dissolve parliament," said Iwai.

"He would still have to deal with some members who are unhappy about his administration inside the party, but a failed no-confidence motion may actually solidify his political standing somewhat."

Holes feared in Japan nuclear reactors

Tokyo, Japan (CNN) -- Two of the damaged reactors at the crippled Fukushima Daiichi nuclear power plant in Japan may be riddled with holes, according to the facility's owner.


The holes may be as big as 7 to 10 centimeters ( 2.8- 3.9 inches), Tokyo Electric Power Co. said in a 225-page document submitted to Japan's Nuclear and Industrial Safety Agency.


In the report, Tokyo Electric says the containment vessel of reactor No. 1 may have developed a hole as big as 3 centimeters in diameter 18 hours after the quake.


Fifty hours after the quake, the hole may have widened to 7 centimeters, the report said.


In reactor No. 2, the containment vessel may have developed a hole as wide as 10 centimeters 21 hours after the quake.


The nuclear plant has suffered cooling problems and radiation leaks since a March 11 earthquake and tsunami.


The hydrogen explosion four days after the crisis began may have led to the formation of a second hole in reactor No. 2, as wide as 10 centimeters in diameter.


"This report is not conclusive. No one has entered these areas and we cannot confirm this as fact," TEPCO said, adding that the report is making preliminary assumptions about what happened inside the reactors.


A hole in the reactor's containment vessel means there is a high probability of the leakage of radioactive material into the reactor building.


The amount of radioactive material in all three of the reactor buildings has hampered TEPCO's ability to build an effective cooling system. TEPCO says a cooling system is a critical step to leading to a cold shutdown, still estimated to be five to eight months away.

Nuclear experts and scientists have long suspected this sort of damage to the containers of the reactors at the crippled plant, as well as a full meltdown of the fuel rods in reactors 1, 2 and 3.

Sony's Japan music site hacked (Digital Trends)

Sony just can’t catch a break. Yesterday, SonyMusic.gr was infiltrated by hackers via an SQL injection tool. The unsophisticated attack compromised the site’s user database, leaking name, e-mails, and addresses of those registered.

Today, Sony’s Japan music site has suffered the same fate. Sophos, which discovered yesterday’s hack, found similar damage to SonyMusic.co.jp. According to Chester Wisniewski via the site’s Naked Security IT blog, Hacker News first found the affected web pages. As reported yesterday, an SQL injection was used to access the site’s contents, including its user database. Fortunately, this instance did not concede as much user information, and names, passwords, and other “personally identifiable information” are believed to be safe. But it’s still unknown what exactly hackers were able to access. Wisniewski says it is possible they could have inserted malicious code that would then affect the site’s visitors.

What’s most distressing about this latest chapter in Sony’s security saga is that it is once more proving the company’s complete negligence. These particular hacks are only utilizing Sony’s own security flaws and exposing them. One of the hackers wrote on the site “We just want to embarrass Sony some more. Can this be hack number 8? 7 and a half?”. The group’s lighthearted approach to the whole thing has made some speculate they are associated with Lulz Security. Lulz Security’s motivations are generally to prove a point rather than personal gain. The group’s Twitter posts are currently full of Sony bashings.

Even if Lulz Security is behind the attack and has no interest in stealing customer information, the scale of Sony’s mounting security failures is enough to keep subscribers anxious. Of course it’s also enough to see many of them drop Sony services altogether.

Japan PM: must review oversight of nuclear power (Reuters)

TOKYO (Reuters) – Prime Minister Naoto Kan said on Wednesday that Japan needs to fundamentally rethink how nuclear power is regulated but sidestepped the question of how big a role atomic energy would play in the country's future.

Japan is trying to contain a crisis at the Fukushima Daiichi nuclear complex after a magnitude 9.0 earthquake and tsunami on March 11 knocked out the plant's cooling systems, leading to radiation leaks.

"We need to fully consider what needs to be done to enhance the safety of nuclear power," Kan told a news conference.

Kan, under fire for his handling of the nuclear crisis, also said he would allow nuclear plants that are currently shut down for inspection to restart once they meet emergency safety standards.

Japan won't abandon nuclear power

(AP) TOKYO (AP) —Japan will maintain atomic power as a major part of its energy policy despite the country's ongoing nuclear crisis at tsunami-crippled Fukushima Dai-ichi power plant, a top official said Sunday.

Deputy Chief Cabinet Secretary Yoshito Sengoku also said the government has no plans to shut down any more functioning nuclear reactors other than three at the Hamaoka power plant in central Japan. The plant was asked Friday to halt the units until a seawall is built and backup systems are improved at Hamaoka.

"Our energy policy is to stick to nuclear power," Sengoku said on a weekly talk show on public broadcaster NHK.

He said Hamaoka was an exception and that the government's closure request Friday did not mean a departure from its nuclear-reliant policy.

Chubu Electric Power Co., which runs the three Hamaoka reactors, postponed its decision Saturday on the government's shutdown request.

The main concern is that shutting down the reactors would likely worsen power shortages expected this summer.

Nuclear energy provides more than one-third of Japan's electricity. Since the March 11 disasters, buildings have reduced lighting, stores have trimmed service hours and subway operators have shut air conditioning to join a nationwide conservation effort.

The government has been reviewing the safety of the country's 54 atomic reactors since a March 11 earthquake and tsunami crippled the Fukushima Dai-ichi nuclear plant in the north. The disaster left more than 25,000 people dead or missing on the northeast coast and triggered the worst nuclear crisis since Chernobyl in 1986.

The Hamaoka plant, which is about 125 miles (200 kilometers) west of Tokyo, in an area where a major quake is expected within decades, has been a major concern for years.

However, Sengoku said there is "no need to worry" about other plants in the country. "Scientifically, that's our conclusion at the moment," he said.

Chubu Electric executives failed to reach a decision Saturday over the shutdown request and will meet again after the weekend, company official Mikio Inomata said.

At issue is how to make up for the power shortages that would result from the shutdown of the three reactors. Inomata said they account for more than 10 percent of the company's power supply.

Chubu Electric has estimated maximum output of about 30 million kilowatts this summer with the three Hamaoka reactors running, with estimated demand of about 26 million kilowatts.

"It would be tight," Inomata said, adding that officials are discussing the possibility of boosting output from gas, oil and coal-fueled power plants and purchasing power from other utility companies.

The Hamaoka plant is a key power provider in central Japan, including nearby Aichi, home of Toyota Motor Corp.

Prime Minister Naoto Kan said Friday that the closure request was for the "people's safety."

He noted that experts estimate there is a 90 percent chance that a quake with a magnitude of 8.0 or higher will strike the region within 30 years.

"That makes Hamaoka an exceptional case," Kan told reporters Sunday, saying the plant is the only one subject to closure for a tsunami resistance upgrade. Kan also urged Chubu executives "to understand."

Residents of Shizuoka prefecture, where Hamaoka is located, have long demanded a shutdown of the plant's reactors. About 79,800 people live within a 6-mile (10-kilometer) radius of the complex.

Since the March 11 disasters, Chubu Electric has drawn up safety measures that include building a 40-foot-high (12-meter-high) seawall nearly a mile (1.5 kilometers) long over the next two to three years, company officials said. Chubu also promised to install additional emergency backup generators and other equipment and improve the water tightness of the reactor buildings.

The Hamaoka plant lacks a concrete sea barrier now. Sand hills between the ocean and the plant are about 32 to 50 feet (10 to 15 meters) high, deemed enough to defend against a tsunami around 26 feet (8 meters) high, officials said. The operator of the Fukushima nuclear plant, Tokyo Electric Power Co., has said the tsunami that wrecked critical power and cooling systems there was at least 46 feet (14 meters) high.

On Sunday, the government approved TEPCO's plan to allow workers return to Fukushima Dai-ichi's No. 1 reactor building to install a new cooling system after leaving its main door open overnight for ventilation, said Hidehiko Nishiyama, spokesman for the Nuclear Industry and Safety Agency.

Radioactivity inside the building has fallen to levels deemed safe for people wearing protective suits to enter, Nishiyama said. Workers rapidly installed air filtering equipment in there Thursday — their first entry since shortly after the tsunami.

"We judge the environment has improved to one that allows people to enter and work," Nishiyama said.

TEPCO spokesman Junichi Matsumoto said some air may escape through the entrance but that radioactivity is low enough to cause no danger to health.

Workers will remove air-filtering ducts and machines, leaving holes on the wall unplugged and the main door open for eight hours until early Monday, when air monitoring staff are sent in for a final check.

Japan utility delays decision on halting reactors

TOKYO (AP) — A Japanese power company postponed its decision Saturday on a government request that it halt three reactors at a coastal nuclear plant until safety measures can be improved to guard against future earthquakes and tsunamis.

On Friday, Prime Minister Naoto Kan said he had asked Chubu Electric Power Co. to suspend operation of the reactors at the Hamaoka Nuclear Power Station in Shizuoka prefecture until a seawall is built and backup systems are improved. Though not legally binding, the request is a virtual order.

Shizuoka Gov. Heita Kawakatsu called Friday's government request "a wise decision" and vowed to secure alternative sources of energy.

The Hamaoka plant provides power to around 16 million people in central Japan including nearby Aichi, home of Toyota Motor Corp.

Automakers and other industries have had troubles with interrupted supply lines, parts shortages and damage to manufacturing plants because of the March 11 disasters.

The nationwide newspaper Yomiuri welcomed the government request to shut down the reactors despite concerns about a power crunch.

"The idea is to use the lesson we learned (from Fukushima)," the Yomiuri said, urging other utilities to also improve safety. "An accident and subsequent release of radiation could paralyze the entire country."

Thousands of people joined an anti-nuclear march Saturday in Tokyo's crowded Shibuya shopping and entertainment district, chanting "No nuke plants!"

The Fukushima Dai-ichi plant lost its power and cooling systems in the magnitude-9.0 earthquake and ensuing tsunami, triggering the world's worst nuclear accident since Chernobyl.

Radiation leaks have forced 80,000 people living within a 12-mile radius of the plant to leave their homes.

Since the Fukushima crisis unfolded, officials have acknowledged that tsunami safety measures at Japanese nuclear power plants are insufficient.

Tokyo Electric Power Co., operator of the Fukushima plant, has said the tsunami that wrecked critical power and cooling systems there was at least 46 feet high.

It said radioactivity inside the No. 1 reactor building has fallen to levels deemed safe for people wearing protective suits to enter after workers rapidly installed air filtering equipment Thursday — their first entry since shortly after the tsunami. Workers are to begin preparations as early as Sunday to install a cooling system.
