Orange County district attorney's spokeswoman Farrah Emami say 22-year-old Christian Barnes will make a court appearance Thursday on one count of being in possession of a destructive device in a public place.
He is expected to be held on $500,000 bail, reduced from $1 million provisional bail.
Barnes is a vendor at the park. Prosecutors say he placed dry ice in two water bottles to make the so-called dry-ice bombs.
The first exploded in his vending cart.
Barnes is accused of putting the second bottle in a nearby trash can, where it exploded as a custodian was unloading garbage.
Barnes' father says his son just wasn't thinking.
